Steam cauliflower until slightly tender (it continues cooking in the oven). While it's steaming, heat milk with garlic and the bay leaf in a small pot. In another pot create a roux using butter and flour. Slowly incorporate heated milk while whisking to avoid lumps. Once all the milk is added, continue cooking over medium-low heat for about 5 minutes. Add the two cheeses and continue cooking until melted. Add salt and pepper to taste.
Cut the cauliflower into florets and then cut each on in half. Place them in an oven-proof casserole dish and pour sauce over cauliflower until half way up. Sprinkle with breadcrumbs and cook in oven until bubbly and golden.
