Mix lemon juice, vinegar, peel, tarragon and eschallots and pour over chicken. Cover and marinate in refrigerator several hours, turning occasionally.
Set oven at 325 degrees F.
Rub a nonreactive baking dish with butter and place the whole carrots on the bottom. Place the chicken thighs on top of the carrots and sprinkle with salt, pepper and paprika. Pour marinate over, cover and bake for 35 minutes. Uncover and continue to bake 30 minutes more or until done.
Serving size, two thighs with carrot and sauce.
