Whilst the beef is marinading, prepare the salad. Combine the vinegar, sugar, oil, salt and pepper in a medium bowl and stir well. Add the onion and toss to coat it with the dressing. After that you can add the watercress but don't toss it yet.
To cook the beef, heat the oil in a heavy frying pan on high heat. Add the beef and allow it to cook on one side, undisturbed until nicely browned, 1 or 2 minutes. Shake the pan to turn the meat and cook the other side. Add the garlic and continue cooking and shaking the meat until evenly browned and done to your liking.
Now toss the watercress with the dressing and pile the beef on top.
