hi pbld!  I wish I could give you better or more specific advice, but I am not really that knowledgeable.  I would choose the finest cooking school your daughter can afford.  That will help get her into a good pastry place for apprenticeship and give her the best chance of the career she's after.  It's a very, very tough business in terms of hours and labor, but incredibly rewarding for someone with a passion.
